About Douglas

Douglas Kelly is a real estate and development lawyer in Ottawa. As a member of our Municipal, Land Development & Expropriation, Doug has worked both for private and public sector corporations including the former City of Ottawa and Regional Municipality of Ottawa-Carleton. He has also represented many municipalities in Eastern Ontario and the new City of Ottawa. He has represented numerous major builders and developers in Ottawa and throughout Ontario.

In the area of expropriation law, Doug is a member of the Ontario Expropriation Association and has represented municipalities, expropriating authorities and expropriated parties on numerous major expropriation matters including the appeals of those matters to the Courts. Doug has also been appointed by the Minister of Justice as a Federal Hearing Inquiry Officer.

Doug has presented papers to the County of Carleton Law Association (CCLA), Ontario Expropriation Association and Insight.  He has also lectured in the Municipal Law at the University of Ottawa.

In 2022 Doug has been recognized for his work as a solicitor by the County of Carleton Law Association (CCLA) presenting him the Abe Feinstein Award. He has also been awarded the OBA Barnet Kussner Award of Excellence in Municipal Law. Doug has also achieved The Bar Umbrella for members of the CCLA who have celebrated the 50th anniversary of their call to the Bar.
